Job Description

22nd Century supports mission critical work for the Department of Defense and numerous intelligence agencies such as US Army, US Air Force, US Navy, US Marine Corp, DISA, DLA, DCMA, DIA and NGA. We partner with agencies to support their unique missions ranging from Cybersecurity, Infrastructure, Digital Transformation & Cloud, Application Modernization & Maintenance, Managed Services and Workforce Solutions. With our deep understanding of the client’s goals, we provide analytical insights and develop solutions for maximizing results. Thanks to our ongoing expansion, we are seeking a Capture Manager for our Public Sector team. The ideal candidate will have a strong background in business development and capture management within the public sector, particularly with the Department of Defense (DOD), Federal Civilian agencies, and the Intelligence Community (IC). This role will involve leading the capture process from opportunity identification through proposal submission, with a focus on winning strategic contracts and long-term programs to position TSCTI as part of the customer’s architecture.

What you will be doing:

  1. Work closely with our sales teams and SI partner organization to identify strategic programs to pursue and lead the capture effort including engaging the SI’s, influencing RFP cycle, and leading to closure.
  2. Develop and implement capture strategies aligned with organizational goals and customer requirements.
  3. Drive market-based competitive intelligence, market assessments, client assessments, and strategic planning efforts in support of expanding specific client-based opportunity portfolios and pipeline.
  4. Cultivate and maintain strong relationships with key stakeholders, including government agencies, industry partners, and potential teaming partners; while leveraging your established industry relationships to identify new sales opportunities, and qualify prospective opportunities.
  5. Conduct comprehensive analyses of competitors, market trends, and customer needs to inform capture strategies and proposal development.
  6. Lead cross-functional capture teams in developing winning solutions, including solution architecture, pricing strategy, and teaming arrangements.
  7. Oversee the development of high-quality proposals, ensuring compliance with solicitation requirements and alignment with customer needs.
  8. Identify and mitigate risks throughout the capture process, including technical, cost, and schedule risks.
  9. Coordinate with internal stakeholders to allocate resources effectively and efficiently in support of capture activities.
  10. Must be able to manage and execute full capture life-cycle across multiple simultaneous pursuits and proposals.
  11. Drive continuous improvement in capture processes, tools, and techniques to enhance organizational competitiveness and success rates.

What you bring along:

  1. Minimum of 10+years of experience in federal business development and capture management, with a proven track record of winning contracts in the DOD, Federal Civilian, and IC sectors.
  2. In-depth knowledge of the federal procurement process, including FAR/DFARS regulations, contracting vehicles, and agency-specific acquisition practices.
  3. Strong understanding of the DOD, Federal Civilian, and IC missions, priorities, and acquisition strategies.
  4. You are a highly motivated team player with expertise working in a fast paced, cross-functional manner.
  5. You have experience in an Alliance based technology environment.
  6. You have the ability to establish broad senior level relationships.
  7. Strong analytical and problem-solving skills, with the ability to develop innovative solutions to customer challenges
  8. You have a proven track record on delivering results and getting things done.
  9. You are passionate about technology and how it adds value to an organization, and you are willing to learn about a wide ecosystem of technology surrounding Elastic to build credibility with your prospects.
  10. Active security clearance (preferred)

Compensation for this role is in the form of base salary plus a variable component, that together comprise the On-Target Earnings (OTE).

An employee's position within the OTE range will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, geographic location, performance, and business or organizational needs.
